Board Time Update

Somebody fix the time...it's disorienting

I thought the board time (and DST) is a setting in user CP?

One thing that kinda annoyed me (but bit my tongue) was when browsing the site as a guest, the times were off by an hour. But now that DST has ended it's okay (until the next DST kicks in).
