View Full Version : Parking Ticket on Private Property Question

I had a friend come over on Sunday and got a parking permit as regulated. However she decided to stay an extra night and received a ticket coming out this morning. Ya, I know I should have gotten another permit so my bad.

However, I looked a the ticket and its from the Town of Richmond Hill but they had scratched out the bylaw information on the front which I find very odd? Can private property actually use these tickets and if so, is it mandatory to pay it? The ticket is $40 and will probably take care of it later this week.

If the ticket doesn't offer you a court option, do not pay it. Those tickets do not show up when you try to renew your plates, because they are run by private companies.

dont pay it, it doesnt go on your driving record.. its not bylaw :) i get a tonne of those from parking garages

Ya, that would be my biggest concern. Don't want to screw with her credit rating.

I have those in my town house complex. They are issued through a private company but are a city ticket still. I always just go to city hall and ask the officer or attentent to reduce or cancel it. Usually works, if theres no one related to the city on the ticket I probably wouldnt pay it. I mean who are they telling you to pay anywyas? I would contact your condo corp. That sounds like BS.

Are you in Mississauga? I get them sometimes at my Condo, but they are City of Mississauga issued. I usually just pay them, but if I can go to City Hall and try to get it dropped that'd be nice :).

I live in Pickering. Should be similar for most municipalities. I got to know the guy cus I cept getting tickets cus I always had to park in visitor parking when i first got my car lol

I miss the good old days were parking permits were hand-written on a photo-copied piece of paper. Just white-out, photo copy and scribble in the date
Then leave it on the floor and crack your window open - to give the illusion that it WAS on your dash, but the wind blew it

Ive been getting a lot of parking tickets at York University. It's issued by York University and it doesn't give an option to fight it in court. Do you guys think i have to pay them. Will they be able to withdraw me from my transcripts for unpaid parking tickets? Will they send it to a collecting agency?

I'm not sure about York, but at UWO if you are a student and you receive a parking ticket, your transcript/grades will be held until you pay the ticket. If you're NOT a student though, they can't really do much about making you pay.

If I were you I would pay up whatever you owe to universities if the plates are attached to your name. The university will find a way to get to you.

Toronto city councillor Howard Moscoe is considering taking court action against York University
regarding its parking policies.
Toronto city councillor Howard Moscoe has sent a letter of complaint to York University’s ombudsman John McCamus about an ongoing issue regarding York parking tickets. Moscoe, who is the chair of the Licensing and Standards Committee for the City of Toronto, wrote to McCamus, saying that the parking tickets that York issues to students are illegal according to a Toronto City Council bylaw. According to bylaw 725-2004, passed by city council in 2004, no private agencies within the borders of Toronto have the authority to give out their own parking tickets.


However, York University director of media relations, Alex Bilyk, stated that York does not fall under the bylaw. “Sections 10 and 13 of the York University Act, 1965, and the position of the City of Toronto bylaw is not applicable to York University,” he said. “York has a separate independent power and has the ability to regulate the activities of its community. That’s been our stance in parking and traffic regulations on the York University website. They are authorized by the Board of Govenors and the president of York.” Moscoe called the letter of complaint he sent to McCamus a last resort, and if this fails, he is looking to take it one step further.


“We are considering taking court action against York. Currently we have two other private ticket companies in court and we are waiting for a decision,” Moscoe said. Moscoe is upset that people are denied the right to fight against their university-issued tickets in a court of law, something they would have been able to do had those tickets been issued by the city of Toronto. Any appeals for parking tickets issued at York can only be directed to the university itself.


Moscoe claimed that when students choose not to pay their parking fees, York can deny them their student transcripts and diplomas until they pay their tickets. Bilyk did not deny this claim. “If you go on the website, you will find the regulations posted and it’s clear there: [ . . . ] basically the degree is held until all of the financial matters are settled with the university,” Bilyk said
