    Try rotating and turning (by hand) the tensioner with the belt towards the engine bay until you hear a stop. It will move. The tension will then be loosened.

    I have rust on my wiper arms as well. It's an 09, with 21,000 km. Not too happy about this, as I now expect the body to start rusting. :sad
