Most likely some old detailing goo was left on the panels.
Peel it - use some isopropyl alcohol (or nail polish remover) to prep it - then a wet paper towel to remove alcohol...

Just a suggestion - go with a single 12 and build the falsie to a vented or ported spec. Them flush mount your amp into the floor. It will hit WAY harder and look nice and clean.

I agree - those subs need a MINIMUM 1 cubic foot per sub with a 12" depth.
And even for that, the space is for a sealed enclosure.
