Default Emission Testing changing 2013 to OBDII only

Just curious as to what gains to this would be as the computer only test will benefit those with one cat delete option, Egr delete etc. I know you will be able to have one parameter out of the 4 in the self check area of the OBDII missing but any more is a fail and a check engine light is a fail and if computer is reset you wont have any parameters until the OBDII does the self checks and stores the related codes.

If any even years are in need of a test next year get it done before Dec 31st but after your b-day and e-test will be good for 1yr and buy 2 yr sticker.

There will also be a "visual examination" where the mechanic will visually check for modifications such as cat and egr delete. They will also scan for piggyback systems or sims that "hide" CEL codes. Any of either will result in an automatic fail.
Also, apparently if you clear a CEL right before the test, that shows up in their testing as "monitor not ready". If this happens, the testers have to drive your car long enough to reset the monitors... which will likely result in the codes being thrown again.

Make no mistake, the only reason they are making a change to the emissions testing is to make more cars fail.

The real reason they are making the change is because shops no longer want to support the old E-test machines. Most SMS lost money on the older machines which is why most dealers don't have one. It required a huge investment which never paid off. This new test will allow even the smallest shops to get a piece of the pie. Not to mention because most dealers didn't have an e-test machine if you had to get emissions components replaced under warranty they could deny I and say that the test wasn't performed at a dealer. Since most emissions equipment is under warranty for 8 years and 160,000km there is no real reason to anyone to fail and have to pay out. Not to mention now the first time your car needs it's test is after 7 years not 5 like before.

These tests are also harder to cheat. You can't get another car to run in place of yours unless you swap ECU's.

    This is interesting.
I wonder how this will work with vehicles that use work arounds.

The AccessPORT is nice but it doesn't do what a lot of other programmers do for other vehicles.
For my mustang, there are quite a few options that are available which can perform, mimic or trick the OBD II port and ecu
With cars with 4 cats, 4 O2s, it's generally accepted to turn off the rear.
I was able to make my car pass this summer by simply swapping over some exhaust parts and retuning the car.
I was able to get the required readings without issue but know a lot of people who couldn't even do that and had to swap back everything from heads forward and backwards.
I guess no one knows but I'm curious to know if this will be able to tell what sensors we turn on and off.
Anything I don't use, I turn off and remove.

OBD 1, likely won't have a huge issue. It's almost impossible to fail as is.

The testing via OBD is for 1999+ OBDII vehicles only. Vehicles with OBDI or none at all will do a 2 stage idle test with the exhaust sniffer. They do the typical idle RPM and then rev it up to 2000 and do another reading.

It's easy to pass the new emissions testing machine coming to Ontario. NY state has been using this system for the past 15 years and my neighbour at my cottage has been fooling the system for years.

So the current system of putting the car on a dyno for an etest is going to be obsolete for pre 99 cars?

That's the smart way to go. Go vintage if you want to mod. I learnt that the hard way.
