I thought according to the traffic act, the car has to have a muffler on it or is there a way around that ??

He's trolling you. Don't listen to him.

Having no muffler sounds ridiculous and would never meet the emission requirements.

i didnt think so. What would you suggest if i dont wanna spend the money on a new exhaust system? I guess the hard part about everything for me is that when i took a look at the muffler at my friends garage, the exhaust pipe coming from the cat/resonator is feeding in through the corner of the muffler. I dont really know how to approach replacing that.

It may sound ridiculous and get you in trouble with the law ('improper exhaust ticket') but it most definitely would have zero negative affect on the cars ability to pass emissions. As long as he doesn't touch the cats he wouldn't have anything to worry about.

Yes you are correct regarding just the muffler in regards to emmissions. Not sure what I was thinking when I wrote that. Still obnoxious and could result in a ticket.
