This is very unusual. I'm assuming it is not dirt and you are very capable of cleaning your vehicle. You should bring it to have a dealer look at it. If there is a failing part causing this perhaps it can be covered by the anti-perf warranty.

If polishing and clay bar fails, you might try heating the area with a hair dryer or (very carefully) with a heat gun. This was prescribed by Hyundai when brand new cars started showing up with water etch marks in the paint caused by the protective plastic wrap.
I have this problem too on my 15' gs... I had to get my detailer to polish it out.

I have this exact same thing same location happened to my car. Has anyone sorted out why and got it fixed? Is this a defect that's covered under warranty? Thanks in advance.
Does anyone have a solution with this? My 3rd gen has water spots worse than this. I've heard clay bar and using acidic products such as 3D Eraser works but wanted to get a confirmation for that. Already did the distilled vinegar trick with no effect. Please help!

I've had it happen a few times but was able to remedy the situation with Simoniz Waterless Wash & Wax. I have been using it since the day one so I never really noticed the issue as much as others because I'm thinking there I might have built up a good coat of the wax component which makes it easier to clean off when it happens.

I've seen this numerous times, it seems as water drains from the mirror it is picking up some type of contaminant which stains the clear coat. Once its permeated such as in the photo above, there is not much you can do except possibly buff it out. The body man where I work helped one of my workmates with the issue, and tried several methods but ended up having to buff it out, basically a 2 stage process. I would suggest anyone with this issue bring it in to their Mazda dealer and have it recorded and filed, and asked it be brought too Mazda Canada.
