It might be easier to keep them on the car to do the rust repair.

Fenders are so light and flimsy that it's difficult to handle off the car.

Can you post before, during and after pics? Curious to see how it turns out. What are you planning to do?

Im planning to sand out all the rust then put por15 but the rusted part inside the fender are hard to sand out thats why it might be easier if i just took out all the fender to do the repair

Sanding the rust down doesn't eliminate the rust though.

You would need to cut the rusted sheet metal and weld in a new cut out.

You could look into a replacement fender. Hopefully a used color-matched fender from the wreckers.

This would probably last a couple of years and then you'd have to do it again. To get rid of it you'd have to cut it out and weld a piece back on as Default_User mentioned.

I can't link or see the photos I posted on my work computer, but I would assume the front fenders on an MS3 aren't far off from an Mz3. Check page 2 about half way down.

If you are going to the trouble of taking off the fenders, you would be further ahead to either look for good used fenders or failing that new fenders they are not that expensive.
Repairing rust unless you cut it out and weld in new metal is a waste of time and money.

Gonna go with the consensus on this one. There's no way to cure cancer in paper-thin sheetmetal... not even sanding, painting and priming is likely to last more than a few months. Nor can POR15 pull any miracles. It is intended more for neutralizing surface rust on a structurally-sound truck frame or other heavy application.

The most I'd do is throw a $10 can of rust neutralizer at it, in the hope of enjoying a few months of hard black coating before the rust inevitably returns. Repeat for as long as you can, and then buy a new fender if the car is still worth it.
