Place for paint repair?

I did a search and only found old posts on this one, although I'm sure there's lots of them out there.

My silver 2011 hatchback has chipping/peeling/bubbling paint right under the back window, on the little sill area. It's from when I first bought it and spent the winter driving on sanded roads....cleaning the car scraped the paint up badly. I had it repainted (poorly) a few years ago, and now that repair is failing.

Is there a "guy" people recommend who is inexpensive? The whole strip will need to be redone.

Very likely that the issue is rust bubbles. Also possible there is more. I don't think there is one place/one shop. Several different body shops have good reviews.
Auto Magicians, Velocity, Chipmaster to name a few.

Very few places I trust - Especially being a detailer, not really satisfied with much.
Baseline Collision seems to be a good shop and to me a good shop is worth going out of your way for.
