Ok, Here's the story. I got the old belt off with no sweat. When I tried to match the new belt with the old belt they appear to be the same size/length. When I tried to install the new one I cannot get enough slack in the tensioner pulley to get it on(couldn't slip on to the crank pulley). So, I kept pushing the tensioner clockwise as hard as I can at the same time trying to push the belt onto the crank pulley. I realise it just won't slip on, I let go the wrench to released the tensioner pulley but the tensioner didn't retract (no force/no tension) back. Its just stuck there. I used the 14mm wrench tried to turn it clockwise, again, and it would move so I tried turning it the other direction (counterclockwise) and it also won't move. What happen? Is my belt tensioner shot or something? In the process the tensioner pully bolt is getting chewed to hell too. please help.

The belt I am using is Dayco PolyRib 5060900 6PK2285
