Got some rims that are a little low on offset, need to shave them down 3 mm..
currently 42mm offset, need to change them to 45mm offset..
Any idea on who can do this locally? and price?

Have you consider selling them and buy the correct OFFSET?
I've looked into this, and its not an easy or cheap job. 42 offset can still work on a Mazda 3 if your rim is 7.5" wide or less.
Look at it this way if you shave (the reasons why I haven't):
- Loose structural integrity
- Loose balance
- Pricey
- Looses value of rim (if you ever want to sell)
Try it, if it rubs, sell the rims and get new ones
OR
Try a 215mm tire instead of 225mm

All the 18 rims I want comes in 18 x 7.5 with 42 offset. Interested in how much it is to shave it too?

Try Tire Mag in Concord. I think their contact can be found at tiremag.ca. I know they do all sorts of offset and custom work. Try asking for Steve.
