Will OEM lugnuts fit aftermarket rims? What about the OEM wheel lock?

of course.......as long as they fit where the holes are..

Not always, the lug nuts that came with my winter rims are about twice as long as my OEM's. If I used the OEM's there would be a space between the rim and the end of the nut, the wheel lock will most likely fit as it's longer.
It all depends. Rims and Nuts may not have matching angles on the beveled part. Sometime the lugs may also need to be longer. Measure the bolt length before and after the rim is on and measure your nut to see if it will reach the rim when you put it on.
Usually the aftermarket rim providor will provide with a set of nuts and locks for the rim. Sometimes for free, sometimes for a small cost.

Many aftermarket wheels have smaller holes requiring tuner lugs, so it may not even be an option.
