Is 215/40-17 too small to put on a Sport GT? Seem to be a 5% difference in size. Thanks.

Yes. Much too small. Not only will it mess with fuel mileage, the speedometer, and the odometer, but they'll look plain silly on the car no matter how much you try to lower it.

215/45 would be better in 17". Only out 1.8%.

Lots of people are!

I'm running 225/45R17 ZE912 tires on 17"x8" ET45 rims on my sedan. No rubbing. I'm not dropped.... yet :)
