I was wondering what kind of Duty and Custom should I expect when importing rims? Say valued at 1199 USD.

CDN rate + 13% and if its not you going through the border but someone else, then you may expect border fees

On that much, expect to pay around $150 CDN.

Also if the shipment is being sent via USPS you will pay a nominal border fee.
BUT if it is DHL/FEDEX/UPS expect to pay about 40-55 usd in border crossing fees on top of the customs/taxes they may charge

did some quick calculations, I would budget around $1900 (covers shipping, brokerage fees, currency exchange ~1.30, and taxes).

That's not far off. With just the exchange and tax it already comes to $1700 (that is if tax is 13% not 5%). You still have to include shipping and fees. Sounds pretty close if you ask me.

You planning on getting it shipped directly to your house or getting it shipped to somewhere close to the border, and driving over to pick it up?
I can tell you this much ... in the past, with my previous cars, whenever I was quoted for shipping somewhere close to the border (on the US side ofcourse) vs getting it shipped to Toronto, there was a BIG difference in price.
If you have a place you can ship it to close to the border, its really worth the drive up ... and when you cross back, they'll ask what the total was for the stuff (including shipping), and that's what you pay the 13% taxes on. Make sure you have a receipt to prove the amount, or else it'll just be a hassle, and just a head's up, some vendors don't send a receipt with the products, so print the e-invoice they send you (of if its by paypal, print just that transaction amount to prove it).
All you tell them is that you bought the stuff in the States, and it came up to $$$ with shipping, they'll take care of the rest, finally you pay your taxes and off you go.
Do NOT use UPS!! I got raped by them on brokerage fees!! Same with FedEx!! Since then I figured its much easier and less hassle to go get it myself.

Im pretty sure you can find them cheaper over here if you pay cash with a vendor. Look around and make a few calls. What rims are they anyway? Maybe another member may know, which would help you out and save you a few dollars.

I was thinking of doing that too until i started poking around with some of the vendors. I got a package that I love for less than the converted USD price here. Check out Exclusive tire that's where I got mine. here's what I got:
