I don't use graduated ND filters.

For the second pic and the one with the mini billboard :)

Those shots were under exposed (or more closely exposed for the sky) and flash was used to light up the car.

You could also try bracketing and merging the pictures (like HDR).

I use it primarily to control the reflections on the car. Depending on the axis it may or may not polarize the sky (or much of anything else).

For example, on the first picture the polarize was rotated to eliminate the reflections on the door/side of car. At that rotation it didn't do anything for the sky. Or the second picture (side of car) you would see me in the reflection if I didn't use a polarizer.

For overall contrast of the picture contrast is adjusted as required in post.
