cops cant do anything if you're in a parking lot, UNLESS the owner or business of the parking lot complains first.

all that cop would be able to do, was tell them to leave.

I attended a Matrix meet a couple years ago and a cop came up to us and told us not to do anything stupid (All we were doing was standing around drinking coffee from the store we were in front of), and added "We may not be able to do anything to you in the parking lot, but when you leave, your ass belongs to me"... Which was a very douchebag thing to say, considering nobody was doing anything wrong or giving the cop lip... But either way he's right. You have to leave at some point...

Also, that looks like a rent-a-cop not a real cop...
