Not JDM Honda Mugen =) Mugen is a game fighting engine that a lot of people used and I was randomly watching and found this one.

What game is that and where can I get it!?

After a bit of translating, I have found that the game's engine is called MUGEN. It's apparently what most of the popular fighting games are based on and it's free to download. Now the hard part, setting up a match between Colonel and Ronald.
