MISSISSAUGA, Ont. - A toddler who died after falling some 15 metres over a railing at Pearson International Airport wiggled out of his mother's arms as she turned her attention to her other child, police said Monday.

Foul play is not suspected in the 15-month-old boy's death and the tragic fall Sunday has been ruled an accident, Peel police Const. J.P. Valade said.

"We've been able to determine the child was in his mother's arms. There was a four-year-old sibling that was nearby," said Valade.

"When the mother turned to pay some attention to the four-year-old, the 15-month-old was able to sort of wiggle out of her arms and she lost her grip on the child and he fell over the balcony."

The Burlington, Ont., family, including the woman, her two children, her husband and a grandparent, were preparing to embark on a vacation to Argentina when the boy fell from the upper departures level in Terminal 1 to the lower level arrivals area.

The family is "absolutely devastated, as would anyone be at the loss of a child," Valade added.

Police got a 911 call about 7:20 p.m. Sunday and went to the scene with fire officials and ambulance personnel. The boy was taken to hospital where he was pronounced dead about an hour later.

Several witnesses were interviewed at the airport and police have a "great deal" of video surveillance footage, Valade said.

Witness Doug Ellis told CTV News that "people were there right away trying to save him and did everything they could to save his life."

A small makeshift memorial, with flowers and a stuffed animal, was set up at the scene on Monday.

Officials at the Greater Toronto Airports Authority said the balcony partition is to code and called the fall an "isolated, tragic accident."

Very tragic, but she needs to stop blaming it on the 4 year old distracting her, who doesn't need to grow up hearing that.

well, to be fair, if she just said " I dropped him " with out explaining why, we would have alot more to say her

it is not really anyones fault. it is something that is terrible that could happen to anyone.

quick distraction of any kind, look away, losen grip . . . baby moves and before you know it something like this happens

Oh my... Not to point fingers and add fuel to the fire, but sometimes I think some parents really need to look after their kids... All my jobs so far have been dealing with customers, and it's always the same. The parents always let their kids do whatever they want, and never tell them to sit tight or behave.

With that being said though, I do send my wishes out to the family.

Also, on a side note. I hope to one day, have a job like Peter's. Where I can sit and read random articles/look at pics of hot models all day long lOL.

takes years of exp to be able to take care of all my customers and "sit and read random articles/look at pics of hot models all day long"

She's in denile, shock!!...she just let her baby drop to it's death!! Although I don't believe in "accidents" this is very sad and tragic...I'm sure the mother will have a hard time dealing with this the rest of her life...I feel for her.

Little kids do squrim and wriggle.... I came close to dropping my own kids when they they were that small... they plant their feet against you and shove. For sure the mom messed up... she shouldn't have been so close to the railing.... I can't imagine how awful she must feel.......
