License Plate Light - How to Force On

Is there a way to force the license plate light on? Or do I have to wait until night time to see if it works or not?

Background:

Bought a couple LEDs from NextMod and my trunk LED is working but the one for the license plate is not. I checked last night at 9pm and it wasn't on while the car was on and in neutral.

Can I force it on?
