I'm assuming this isn't possible well at least for my 2007 MS3. Even with just park lights on, the fogs only turn on when I have the headlights on.
I just installed my new 8000K HID fogs and I wanted to see them without the headlights on.

Correct. It is illegal and you will get a ticket. You need to have your headlights on 30 min before sunset and after sunrise. (or whatever the HTA says)
The fogs alone won't be enough for you too see either. Just unsafe really.
independent fog mod, although that will be just the fogs without your tail lights.
I gather your HIDs are wired through the parking lights so there is no way to just have your fogs and parking lights(tail lights) on.
I wouldn't be driving around at night with just fogs and no taillights.

He has an '07, which means he is able to turn on his parking lights without turning on the headlights unlike the 04-06 models. This means the tail lights/parking lights and fogs can be on without the fogs. That's how my setup is and I didn't modify anything except for the indi fogs.
DRLs are just disabled by pulling a fuse.

Yup I know about these laws already.
I'm not planning on driving with just fogs at all trust me, I got busted for that years and years ago on my old Mazda P5, no ticket and just a warning, but either way that's not my intention here. I just wanted to get a better idea of how the new fogs I installed look and so I can take better pics with just the fogs :)
Oh well, I'll have to make due with the headlights on I guess.

I thought you were running the indi fog mod. If you aren't, your fogs won't come on unless your headlights are on.

Oh damn....see, I didn't know that.
I wish I could do that, it would be good in actual "fog" situations to be able to have tail lights on with just fogs (no headlights) but I guess that is more proof our fog lights are just for show anyway.

I sometimes drive with my fogs on at night, well i should re-iterate that "at dusk" because I have indy fog as well so no interior lights but i looooooove having just the fogs on around 7pm-8pm looks soooooo sick! I don't recommend this, but cops in my area are pretty lenient so I get away with it. No troubles so far. Even if i did i would tell the officer "getting my bulbs replaced as my headlights are out so i felt it was safer to have my fogs on than nothing at all" :)

me too! very rare occasions I will have them on at night, but otherwise I run them all day as well since the HID's aren't on until night. never had any problems with popo.
