Is it supposed to move the beam when I turn it?? My lights don't move at all regardless of where the adjustment knob is...

It should move the beam up and down depending on what setting you have it on(1-3)

hmm, mine doesn't move at all. Could this mean it's stuck? I think it's stuck on the lowest setting as my beam cuts off just below the top of other cars' bumpers.

You have to set the level to '0' before making any adjustments, otherwise it will self-correct.

I'm not sure what you mean? When I turn the adjustment wheel inside the car, my headlights don't move at all. This means something is wrong right? Is there a dedicated fuse for the adjustment motors?
On a related note, how high should my cut off be? I think mine is stuck on the lowest setting as the beam doesn't reach that far. When I'm behind other cars, the beam cuts off below the top of other cars' bumpers...

With HID's you should point them at the sky - that way ALL other drivers can see you clearly, coming from far far away.
(I hate people who change out their bulbs (or have HID's ) who intentionally point them at my face - this seems to happen a lot on BMW's and pickups)
