Can anyone recommend any shops who will stretch 205 45 tires on a 9" rim? The closer to KW the better

Due to how a tire is constructed, I didn't think it was possible to stretch a tire.

I can only recommend Simply Tire, who had no trouble getting 205/50 on my 9" wheels.

Can someone explain to me stretching and what exactly seals the bead?
Is this safe?

Stretching is simply putting narrower than normal tires on a rim. People do it for a couple reasons... Usually to reduce rubbing and fit wider rims on their vehicles. People argue on both sides of the safety issue. It does get less safe the greater the mismatch between the tire and rim, but according to the research I've done, the stretch I'm looking for isn't all that extreme.
It seals on the bead like normal, but as I said, it becomes less stable the greater the stretch.

That's quite a bit of a stretch, personally I'm not a fan of it even though I'm running 215 on 8" wide.
But I would think any tire shop could put that on for you no?
