Wiregrind and/or sand it down.Clean it with alcohol based cleaner.Get some heat paint and put several coats on, allowing time in between coats to dry....Just tape/paper off surrounding areas you don't want painted.

A wire brush on a drill. You can get at Cdn Tire. There are two types, a cup and a wheel. You will need both if doing the hub and the rotor.
After that what Flagrum says.
On top of just the centre hub, how about the rotor?
Instead of spray, I've sprayed the paint into the cap and used a paint brush.
If possible and safe, spin the rotor by hand while holding the paint brush to get a smooth looking finish.

Wire brushes on a drill as said above and if you have a die grinder with a good wheel on it you'd be able to really get into it and clean it right out before you paint.
