Weird Hid Lighting ?

Just picked up a set of 8000k Hids. Installed them professionally then had to replace the bulbs since the set they gave me were cheap. After the process of purchasing the new bulbs after I installed them i realized that one bulb is ALOT brighter then the other. Im not sure what to do here. It would be the ballasts?

the passenger side aims up to see road sign so from far away it looks brighter.. test out the ballast on each side and check if theres a difference

the bulb may also not be seated properly within the unit. had a similar problem after having my headlights replaced under warranty due to the lens melting.
