He's directing the flow of traffic. Instead of having cars just stop and try to go whatever way they want, they direct a route for traffic to flow so it's not stopping for excessive periods of time and backing up onto the street blocking other customers to the plaza.

It's the AMC movie theatre parking lot, Dave & Busters, alongside with a Fitness place, restaurants and clubs/bars. Everything is still open.
