Looks like a guy and his 2 dogs that just came out of the water...

There's 2 people and a dog about 100ft away coming off the bridge to the right, and another guy on a bench with a clear line of sight to him about 100 ft North of him too.

The pic was taken in 2010 too, I doubt that the town would have allowed it to have been left up for over 2 years if there was a murder.

could be a local lake or pond that people take a swim in. judging on the amount of "stain", im not surprised if theres a decent amount of people that go for a swim
