I had a brand-new tensioner installed by Mazda in April this year ($155.78 + HST + labor) and the pulley has already started making squealing sounds. My invoice says parts are in warranty for 1 year/20,000km. Any chance Mazda will replace the $155 tensioner or say it's normal? Or will I have to buy the pulley myself?

I would start by taking it back to the dealer that replaced it. I would push for it if it is the problem.
Warranty on parts and labour are still on play so unless they try to sell you that it's supposed to sound like that, it should be a straight forward re-repair lol.
Just go in with a firm stance of what you want.

If the part is worn and defective you will get a warranty replacement of the same part. Not just the pulley but the whole tensioner assembly.
