Technically only illegal while driving.
They should however, be illegal all the time for the sake of our eyes.

As hyperion said, only when driving

Even if you're in the middle of an empty parking lot, you can be ticketed if the vehicle moves even a few feet with them turned on... but I guess it all depends on what kind of day the cop is having.

From what I have been told in the past it depends on how they are mounted.

I have seen lots of vehicles with them. Someone I use to know had them on his jeep. He told me they are OK aslong as they are mounted a certain way. I would look into this. Why mod to be pulled over?
edit: I was curious and looked around and it seems like white and amber are are a no go and aslong as the tubes are not showing ( so concealed ) they are fine.

As others have said, only illegal when moving. As for the fine, not sure but I can probably assume whatever it is, it's worth it.

the only time i would ever have under glow is if the doors/hatch open and it lights the sides/rear only for a short time, like the cabin lights. i honestly dont see the appeal of these other than that

I don't know if it's legal or not, but I rode my bike for 3+ years with LEDs glowing around the bike, just for the sake of being more visible at night. You wouldn't even know how many douchebags cut you off or almost hit you just because they can't open their eyes. With that said, I never had any problems with cops for the duration of my riding days.

I have seen stretched hummers and a yellow hummer that has underglow lighting on almost always, but they are owned by a wedding car rental company.

Out of all th epeople that say they are illegal, Can you show where in the HTA?
Because they are no illegal, unless as posted above you have RED or RED and BLUE at the front or you have red, blue or green flashing.
I will put money on it no one can show me a law against it because they legal.

I understand it is rice and only belongs on in high school parking lots on 92 civics, But everyone was saying it was illegal when it actually isn't.
As stated above, I had it on my sportsbike to help be noticed when highway driving (Anyone that rides a bike would understand anything to become more visible is a good thing) and have been pulled over for it but the cop didn't give me a ticket because there was no law against it.

all lighting on a vehicle must be D.O.T approved.
Underglow is not D.O.T. approved. Hence - illegal

Outside lights must be. So yes to license plates, no to interior. Unless your interior lights are bright ass blue or red and viewable from the outside, they won't be a problem.

no time to search for that LOL
but lets say for argument sake - somebody uses white, purple, orange, yellow, pink underglow lights on public roads (becasue we've already established red, blue, green is illegal)
62(9) No motor vehicle shall carry on the front thereof more than four lighted lamps that project a beam having an intensity of over 300 candela. R.S.O. 1990,
sorry - no way around it...underglow lights on public roads is illegal

Highly doubt underglow have an intensity of 300 candela, and if they did I bet having your HL's, fogs and side markers all on at the same time could get you charged with that to......
Either way, out of every cop I have asked only one thought it was illegal, but couldn't find a law against it.
But even if they are 100% legal, they are still a good way to get hassled for no reason.

I don't want them onmy car, Just stating that no one can prove they are illegal and if you were charged it would be very easy to beat the charge.

Just a note that because of this law. if you notice, cars fog lights will turn off when turning high beams on if your low beams stay on. so unless you do the indy fog mod or independant fog mod. your fogs will turn off when putting your high beams on.
also. the parking lights are not bright enough to count

And underglow is not much if any brighter than the parking lights, so why would they count?

all depends on what ones you get, ive seen some that are bright as hell.
but my point was not to say they were illegal. i was just saying it as an FYI.
in the end, its up to the cops discretion really if they want to be an ass or not. im sure there are many other things he could give you tickets for but is it worth it to them? probably not. will you get bothered by the cops for it? my bet is if one is bored you will. thats about it unless you're driving like an idiot and the cop wants to throw everything he can at you
i used to have them on my bike and even when i got pulled over, they never said anything about them. on the other hand mine were single LED's that i mounted myself so they weren't that bright.
everyone on this forum that has swapped HID's into their car could potentially get a ticket if the cop was an ass. you technically violated the HTA since you "modified" the headlights. but do cops care. no unless youre an idiot and use pink and purple HID's. im sure everyone in this forum or almost everyone has something thats violating the HTA. but its things that cops dont care about.

It's not a matter of bulbs being used at the same time. It's how many lights are visible from x-number of feet away.
Parking lights are droned out by the headlights.

Your right, Its not the number of Bulbs, Its the number of lamps (As you bolded in the HTA), which in this case regardless if drowned out or not, there would be 6 lamps which is illegal.
Legal or not, Its a reason to get pulled over.
