By long shot, the cheapest/best-value combo is General Altimax and/or Kumho. If buying new, make sure the production DOT code is 2013.
If you have American address (for the $50-80 MIR being offered now),
buying in States is by far the cheapest option for new tires - but you still have to pay state's tax and might get caught at border and have to pay ~ $200 duty.
Option #2 for new tires, are USA websites like tirerack.com. Its approx $130 for shipping. Its up to you to get them installed though.
#3. By far the cheapest option is used winter tires on kijiji. But, who knows what alignment, curbs and collisions they have been through. Many people are honest. But very few buyers are experts.
#4. DONT buy winters. I do < 8000 km and live in big crack mayor city where streets are plowed immediately after snowfall.
There are good winter performance all-seasons from Continental, Goodyear, Michelin and Pirelli. This is route I chose.

Point 4 is about the worse advice ever if s/he gets into an accident.
People thinks plowed streets are safe. That's stupid. When there's snow on the ground people all drive carefully. It's when there's ice you can't see on seeming clear streets that the winter tires make their worth know. But by then the all season driver can only swear as they see the accident they can't prevent happening in slow mo.
They plow the highways pretty quickly when it snows but you still see so many people in the ditches. Plowed != safe.
The only thing I agree about Kimchisoup's post is the cheap tires from Tirerack. If you live close to the border, you have the best chance to get new tires for cheap just by crossing the border.
If you're a little further away like I am, it's a bit of a gamble. I think if I was going to do some Xmas shopping already, then yeah, I would order the tires and have them install it. Otherwise I order them off Tirerack and have them delivered to my door. Mounting them onto the wheels doesn't cost more than $30-40 (even if you take it to the dealer!).
That last point about doing less than 8k a year and living in Toronto I completely disagree. How many reviews and charts have to be put up before people start to take notice.

Where we live we go through a variety of climate changes. Even more so for people who live north of the GTA. Regardless, you're living in an area where it gets colder than 7C in the winter.
As soon as your temps are averaging 7C or less, winter tires are the only things that are going to help you stop, turn, and accelerate. Thinking all seasons are "good enough" is a recipe for disaster. Because the one time you'll need to do an evasive manuver, you won't be able too because you skimped out on winter tires.
You live in Canada. You need a set of summer and winter tires. There are no 2 ways around it.

Plus if you think about it, over the life of your tires it's not really costing you more since you are splitting wear between summers and winters, and using each in its appropriate context so they wear better. Your summers will last for twice as many years (give or take) if you're using winters in the winter months. Not to mention, you know… safety. lol.
Anyway, Simply Tire is great -- or any other sponsors as previously mentioned. While I have purchased there before… I honestly got my most recent set from the dealer (*gasp*) because I was there anyway, and didn't realize how worn my old ones were… so rather than spend the extra time shopping around (which I usually do) it was easier just to grab them spur-of-the-moment and be done with it. Of course, I did my research when I got home and determined I got what I think was a pretty good deal, anyway, so I was happy. This was from Budd's in Oakville -- they have always treated me well.

Simply Tire treated me well. I put the Hankook Icept Evo's on Gen 1 Speed3 rims. They have not seen snow yet (and I hope they don't!), but they ride and feel like my summer 18's, at least under normal driving conditions.
Some would say 18" snows on nice aluminum rims is not the most logical or cost efficient, and they would be right. I'll put up a post snow arrival review when the time comes.
