Can an S4 locked to Telus be unlocked to work with Rogers?

If so who does it and how much does it usually cost. ..thinking of breaking my telus contract

Yes it will work. Plenty of places do it. Depending on where you are, pretty much any third party cell phone store will unlock it for you. Don't pay more than $30. Usually should be around $10-$20.

The phone has to be entirely paid off. Which takes the duration of the contract.

If you are tech savy you could try that, I have unlocked my own phones before and had no problems. You can always restore the phone to its original state with the factory reset options.

The problem with this method is that if you're running anything newer than Android 4.1.1 (or was that 4.1.2?), Google has patched this method up. Anticipate paying about $25-$30 to unlock it. If I don't find anything cheaper on ebay, mobileincanada.com is usually a pretty good place to start looking, followed by cellunlocker.net
