high-pitch humming noise

i've noticed that my car makes a high-pitch humming noise sometimes. You can really hear it from inside the car but once u roll down a window or open the door you can hear it well. anyone know what this might be or experience it? i heard somewhere that it could be the alternator but i'm not sure. i should probably record it next time :/

while at idle, park, drive, reverse or at all times? does it get louder with engine/vehicle speeds? does it go away in certain cold/warm conditions?

that's the electric power steering pump you hear... it always runs and is louder when fluid is thick due to the cold

makes sense i guess...i know for sure that i hear it when i'm turning the wheel and have the windows open. the sound i'm talking about is louder and is constant. I can hear it when the car is idle but i'm not sure if its always there since I have a loud ehaust
