I'm in the market for be tire and need to know what some good tire choices are out there. I cannot afford a lot of money so anything average or on sale?

Also, I would need low profile 17s.

Go to tirerack's site and take a look at the surveys to get a general idea and then look at the tests that were performed to get more in depth about a particular tire. That's a decent way to start.
