Flawed lic. plates

I pulled behind this Windstar at a stop light, and I was like.... WTF??
Quickly pulled my camera out and grabbed this shot.

I only masked the numbers to protect the privacy of the owner. Other than that absolutely no digital modification to the picture...

Definitely defective. I don\'t understand how or why the issuer let that one through. Must have been a shift change that the prison.
