I have a problem in the cold weather that the seatbelts won't retract fully, there is always about 1/2 left out and most times the buckle gets between the door and the frame and if I don't notice (or forget) it gets squished when I close the door. Is there away to increase the retraction tension or lubricate the mechanism so it will retract the belt fully? I've not noticed this in the summer. so I'm thinking some lubes must be too viscous in the cold, or something. :(

Check for dirt or other stuff where the clip that the seatbelt goes through because mine is full of dirt from my work clothes

I'd pull some trim away and clean the grease away from the seat belt roller down by the floor. (Use a light solvent and stay away from the belt and plastic pieces). Replace the grease with a silicone based lube such as brake lube.
