High Beam stuck for one headlight?

For some reason, one of my headlights is stuck on high beams. When I set my lights to auto, one of my headlights (A1) is brighter than the other (A2). When I turn my high beams on, headlight A1 remains the same, while headlight A2 gets brighter to match headlight A1.

Any ideas what is causing this?

They're the bi xenon headlights? Sounds like the motor which flips the high beam shroud is stuck/broken on one.
