So this is a fun one. Fog light went out, so I bought a set of new bulbs. Pulled the bumper, and noticed the connector was ... "crunchy" ? Feels like there's dirt/debris in it. Can this be cleaned ... or best to just buy new connectors and splice them in ?

Having a pic to show exactly which connection it is may help us in giving an answer. But yes, debris that's obstructing the connection from being made can definitely lead to intermittent behaviour. Clean them out the best you can, and if it isn't doable/still intermittent, then you can try replacing that part of it, or just get new wiring completely, depending on what part you're referring to.

It's that actual connector that goes to the bulb.

Found the problem .... Now to see if this if something I should just cut off a car and splice into mine.

Make sure that whatever bulbs you are running are not over rated. That can/will cause the damage you see there. You may be able to find the connectors at Canadian tire. Your other option is to go to the scrapper and get a set.

Yeah I have bulbs that are good, and my replacements. I have a connector coming in from someone :)
