Newbie Question - Tire Valves

I recently had a set of new tires installed on my vehicle. I was checking the tire pressure afterwards and as I was placing the valve cap back on I noticed that once the cap is secured, any light amount of torque can cause the valve to rotate on its axis (360 degrees). Only one of the valves is able to do this, the other 3 are stiff and do not rotate on its axis when light torque is applied. The valve is not loose, there is no leak, but I always thought the main valve assembly was supposed to be stiff? Is this behaviour expected and normal?

get the other one back to the where u got it installed. they will fix it for u ..

They usually fit in tight, and dont spin. However, there is nothing other than pressure holding it in. Keep an eye on pressure, but you should be fine.
