2015 Mazda 3 Sport -Water , water marks under paint?

Just gave the car a good wash today and noticed this. I can feel something under the paint. I'm assuming it maybe wasn't sealed properly around the side view mirror? Going to contact dealer , just seeing if anyone has any thoughts.
