Can anybody think of a reason that a 2.3l engine couldn't be re-engineered for use in a boat? They are a fairly light weight high output motor that gets pretty good mileage. You could even leave the transmission on it. For you real experts, how many of the peripheral electrical systems and sensors could be removed and have one still run safely? Just spitballing here. With a 150 horse outboard costing $15,000 now days, this might be a really good alternative.
Injection would mean you wouldn't need a spark arresting carb like marine engines though you would have to rig a water cooled exhaust manifold somehow.

Why not go LS1 ?

Sure, reliability. :P
But in all seriousness a marine small block for an inboard is the way to go. Maybe a 4.3L V6.

Newer motors have way too much electronics and sensors. Need to go old school - simple mechanical motors.
Electronics + water = disaster

About $100,000 each. :P
Or for an inboard...

OK, talked me out of it. I was just spitballing. I agree with the electronics argument the most.
Thanks for all the advice. I won't be buying any $30,000 300 hp Yamaha's either!
