Getting tires balanced at active green and Ross. If the tires are cupped, can they Still balance properly? I had them cupped last year due to my own fault and I had no vibrations, just some noise. But i have a vibration now at 105+

They can balance but you might still get vibration. There's only so much that can be done due to uneven wear.
