Changing the fuses will do nothing. You probably have a bad ground going to the one bulb that is what is causing the one side to burn out all the time. s for your adjustments get a ratcheting 8mm (or is it 10mm I forget) wrench and this way it works really well to adjust the lights. But it sounds to me like your bulb on the passnger side is not sitting propely and you ave it aimed downwards.
Keep in mind when adjsting your lights because you pushed them to the sideways that they light up the next lane you have also pushed the lights downward. readjust them back to stock and yu will pull the light back up if you ONLY adjusted the direction of the light.
