Brief history here of the 407
The Ontario PC govt at the time sold the 407 to a consortium (where the majority stakeholder is from Spain) for $3.1 Billion US in order not to run a deficit in the budget. This was to skirt one of their own legislated Bills that stated the current government would be penalized for running a deficit in their budget statement.
Some likened this to selling your furniture to make the mortgage payment.
It was a boneheaded move yes, as the 407 rakes in a $hitload in tolls; however, since the sale, the highway has been extended, the lanes have been widened, road maintenance is far quicker than both municipal and provincially managed highways, their salters are out faster are more generous in the winter and, their customer service queue time has been drastically reduced. does it warrant the astronomical increase in tolls since the sale, no, but that's what happens when it is run by free enterprise with no competition.
