plenty of things everyone does to their car is done "for no reason"... and its just a couple of shims on his hood hinges. if everything has to be for function only, do you carry that over into what you wear as clothing? no basketball shoes unless youre playing basketball or no skate shoes unless youre skateboarding?
also ridiculous camber is maybe a little unsafe, but if your tires have tread and your contact patch is still at least 6.5" (stock width), the danger of these setups is probably a little exaggerated. the owners of these cars dont drive them like race cars. i'd be much more afraid of an 18 wheeler's tires falling off or an absent-minded driver than i would be of someone who is obsessed with their car's appearance.

my addendum would be that the setups that some of us find ridiculous and unsafe and therefore not roadworthy are on the extreme end; akin to wearing timb's and baggy jeans to the gym to play ball (back in the day). wearing jordans to the mall is not a hazard, and neither are any of the resident setup hellaflush setup on this board (except gwn).
as for the exaggeration, there maybe some truth to it, but unlike some of the more extreme setups (i.e, subie and miata), truckers and absent minded drivers are not wilfully altering suspension setups and such to make them less responsive and capable (like the afore mentioned subie and miata).
